In the year 2000, the Public Health Service Act was amended to provide for recommendations of the placement of AEDs in Federal buildings in order to improve survival rates for victims of sudden cardiac arrest. The Act is titled ``Cardiac Arrest Survival Act of 2000,'' and also established protections from civil liability arising from the emergency use of an AED.
Sudden Cardiac Arrest is caused by chaotic electrical activity in the heart and can only be treated with an electric shock called defibrillation. Recent advances in modern technology, along with legislative support from federal and state governments, have made a solution available to the public. Automated External Defibrillators (AEDs) are this life-saving solution.
Intended to encourage volunteer bystanders to help, and known as Good Samaritan Protections Regarding AEDs, people who voluntarily aid a victim are generally protected from civil liability.
